Does anyone know how to make an image map on a background?

How do I make an image map on a background, or is there another way I go
about linking certain parts of a background. I made the picture in photoshop
and flattened the image with the 'News' category text etc. on the image, but
it wont let me create hot spots on a background image. Can you help?

I am using Frontpage 2003.
