Does anyone know of a good map program that works with Access?

I am looking to see if there is a good map program that will look and work
good on reports or forms. The map would be state specific and display cities
and have the capability to display some kind of indicator marking for the map.
What I am hoping to accomplish is to make a report showing where all my users
have travelled, worked, and haven't travelled to work at that needs to be. I
hopefully would like a free program, but if that is not optional then the non
free might be an option.
