Does anyone know why there are so manyduplicate keyboard shortcuts?

and
Command-Shift-B

seem to do exactly the same thing.

Will I regret it if I usurp those duplicates?

I know there are hundreds of unused modifier combinations, but I'm trying to limit the different modifier combinations that I use.

With Shift, Control, Option & Command, there are 10 different combinations!

The reasons for having more than one stoke for any given command vary with
the command involved, but many are legacy plus another which has more
recently become available.

There are very few that you can't reassign. Note the area directly below the
keystroke edit field that displays what the stroke you enter is assigned to
if it's already in use. If a stroke can't be reassigned it will either not
appear when you key it in or will notify you in that space when you click
the Assign button.

Also, if you do reassign one of the default strokes & later remove it from
what you had reassigned it to, it will automatically restore to its original
default assignment.
