Does border art come with the Student and Teacher Edition 2003? .

I do not have border art on my STudent and Teacher Edition 2003. Is this
normal, or show I have it. In my art box, it says none and when I click on
it, it says to install. When I do, Then I get an Error 1311 and says that
source file not found C:/MSOCache/AllUsers and a bunch of numbers behind it.
Can anyone help me?
