does frontpage 2003 convert websites created in cutesite builder?

There is no convert function, you would just download a copy of your site to a folder on your local
computer using a FTP application and then open this folder in FP. FP will prompt you to let it make
it a web / site, let it. Then you just have to start making your changes, etc.

I don't know what you mean by "convert" since all pages are coded in html.
