does not accept email in non-Western characters

Why do some people get this msg when trying to email me:

"The user does not accept email in non-Western (non-Latin) character sets."

I can't find anywhere w/in Outlook to change this setting and don't see any
non-Western characters in the email (when they fwd it to a different account)

This is not an Outlook setting, but something that your mail server
does. Contact your ISP about that.

Also, what encoding do the people specify that get the rejections?
