Does Not Allow Entering Time in New Event

Operating System: Mac OS X 10.5 (Leopard)
Processor: intel
Email Client: pop

Entourage does not allow me to enter a time when creating a new event and defaults to 7:08 p.m. for everything. I can switch to AM/PM only.

It does allow me to create events using the drag method in daily view but reads even those as 7:08 p.m.

I'm using a new MacBook Pro.

I've heard of similar issues if you have customized your clock's display
settings. Go to Apple menu --> System Preferences... --> International
--> Formats --> Times and select the Customize... button.

Select either the Short or Medium formats. As a matter of fact, when I
was checking this just now I see that the example time is 7:08 p.m.
