Does not send or receive

I am having trouble sending and receiving email from my laptop at work. I am
using outlook 2007. I can send/receive at home using my secure wireless.
The wireless at work in unsecure so not sure if this is a problem. I am
running nortons 2008 In the program rules of nortons, outlook is set to
allow both incoming and outgoing, but even when I completely disable it
outlook does not send/receive. I am able to ping my incoming mail. Any help
would be greatly appreciated.

Are you on the same ISP at work as at home?

I do not know. I can get all my rss feeds through outlook. I can get on the
internet also, but I don't know who the internet service provider is and work.
