Does not send update notification to manager for approval

I have been working on this issue for a while now but can't find any
information or solution. I am using PWA via a SSL VPN connection.
When I have completed my timesheet using PWA I click on Update all
feature and it just hangs there. A message never gets sent for
approval. Does anyone have any suggestions?
