Does Office 2003 has Japanese writing capability?

Office XP has Japanese writing capability with Global IME (Japanese) feature.
How do I get the same feature for Office 2003?

If you are running Windows XP or Windows 2003 Server then you must implement
the language abilities of the OS, IME is not a feature of the newer Office
suites thus the OS takes over for this portion.
