Does OneNote have layers?

I am wondering if OneNote has layers that can be turned off and on like in
some CAD programs. I use the program for sketching and want to be able to
draw over something I have drawn and then be able to remove all of it without
erasing.

Not really. If you have a picture you can set it as background and then
draw over the top of it, but I don't think that's exactly what you're
looking for.
