Does Outlook have to be open before "alarm" for an apptmt pops up

When I have an appointment I need to be reminded of, I fill in the necessary
information and then schedule the "alarm" to notify me 2 days ahead of
time..does outlook have to be open before the reminder pops up on the screen?
We don't usually keep outlook open so is there a place I need to mark to
have my reminders pop up on my screen even when outlook is not open?

Obviously you hit the wrong forum: This one here is on Onenote, not
Outlook.
So you'd better ask again in the proper forum.
