Does Outlook need to be open in order to send delayed e-mails?

I set up a delayed message to be sent next week to one of my co-workers.
When I close Outlook at the end of the day, it gives me a countdown regarding
my Outbox message. What does this mean? Does Outlook need to remain open in
order to send this delayed message?
