Does publisher support bgproperties="fixed"?

I am designing a site that uses bgproperties="fixed", is there a way to have
publisher do this automatically or do I have to manually edit every page of
the site?

Publisher does not provide access to the body tag. I have doubts that using
the option would even work in a Pub web page (assuming version 2003).
