Does PWA allows have to be its own site collection

Is there a way to create PWA as a site to an existing site collection or does
PWA allows have to be its own site collection?

It has to be it's own Site Collection under a web application. There is no
option to create the PWA site under an existing site collection.

The project workspaces don't have to be in the same site collection as PWA
though. It's a bit of work to get the Webparts to work in a non-PWA site
collection, but not too hard.

True - the Project Workspace can be in a different SC - The PWA site itself,
however, has to be its own SC.
