Does reinstall count toward install limit?

I have Office 2007 Home and Student and had to reformat my hard drive. What I
cannot find is clarification on what is considered part of your install
limit. When you reinstall on the same computer after reinstalling Windows,
does that count as another computer on your limit, or does it see it as the
same computer?

You can install as many times as you like, provided you dont exceed the
number of functioning PC's office is installed on

My pc recently crashed and it was necessary to re-build it from the ground up.
I have a 3-user version of 2007 Home and Student and need to re-install also.
Did your re-install use another license or was the original license still
valid?

I think you are a little bit confused here. a Licence is not the same as an
installation.
Home and Student is licensed for THREE concurrent machines. You can
re-install on one of those machines (or all if you have to) as MANY times as
you like.
The only downside is that if the time period between re-installations is too
short, you may have to use telephone activation.
