Does the qualifying product have to be on the hard drive?

I have completely cleaned, repartitioned and formatted my hard drive and it's
ready for me to install my newly bought Vista Ultimate Full Version software.
I am also going to install Office 2007 Standard once I'm up and running. I
currently have Office 2003 Standard Full Version.

Do I have to first reinstall Office 2003 and then upgrade to Office 2007, or
can I simply use my other CD drive for Office 2007 to see the qualifying
product?
