Yes, unless you're using Outlook 2003, which introduced protection
against dodgy links (including hidden ones) in emails. Outlook 2003
also has a junk email filter, which seems to get better and better with
each new update.
I have Outlook 2003, and links that are "blocked" when hovering over them

Tools, Options, Preferences tab, Junk-email, Options tab, bottom tick
box. Also consider who's in your safe- and blocked- senders lists.
