Does Visio 2003 save as a PDF file?

I thought for sure one of the reasons I bought Visio was to be able to
/print/save any document I created in Visio into a PDF file?

The next version of MS office (visio included) will have PDF generation
included. For now you either have to purchase the real product or use one of
the free ones available on the internet.

Just to clarify:
To create a PDF in any program, you need a special piece of software from
Adobe (or another company) that emulates a printer. The emulated driver
pretends to be a printer driver and takes the information destined for the
printer and uses it to create a PDF file. So this program will work with any
program that prints.

The next version of Visio and the other Office products like Word and Excel
will have a built in PDF writer. Due to a dispute with Adobe, this may not
be available out of the box. Adobe licenses their PDF writer and has
released an open standard for free pdf creation. Many companies have
implemented the license free standard, but when Microsoft followed the same
path, Adobe demanded royalties.
