Doesn't "immediately adjacent" mean right before and or after?

Summary
The "Copy formulas when an external data range expands" property is failing.
I am using the heading and the formulas are immediately adjacent to the
external data but the ones prior to the external data fail to auto fill.
(There is probably an existing fix.)

Details (How to recreate the problem)
I have a formula in column A.
I have an external data range importing data into columns B - R.
I have formulas in S-U
The fill down formulas is checked in the properties box.
The initial import had 7 rows and the formulas in A, S-U were fill down
copied to all the other 6 rows.
Reopening the sheet and enabling automatic refresh pulls in a new import of
27 rows but only the formulas after the external data range expand. Doesn't
"immediately adjacent" mean before and or after?
