Domain added to Blocked Senders list still shows up in Inbox!

I am frustrated with Junk Mail filter for Microsoft Office 2003. I add
domain names to Blocked Senders and emails from these domains (e.g.
(e-mail address removed)) continue to show up in my Inbox! Why? How can I stop this?
I have my filter set to allow only messages from Safe Senders which is the
highest level and these domains that I wish to block are not on my Safe
Senders or Recipients.
