Ignoring the fact that blocked senders is not a good way to filter spam, do
you have junk email set to high? Do you have the latest SP installed? Is the
domain on the messages the exact one in the blocked list? Do you have
another antispam program installed?
If you have the latest sp2s and want to try something, you can delete the
junk email rule. Outlook will rebuild it. Instructions at
http://www.outlook-tips.net/howto/fix_junk.htm. Be sure to let us know if it
fixes it.

I can't confirm that any of my Blocked Senders List are being blocked, but
in
particular, "@zeveryone.com" blasts a lot of spam through every day.
(I've
found others as well.)
