Domain user: set owner-full control: access deny

Hi to see anyone can help with this.
a.. MachineOne: domain server win2003
b.. MachineTwo: server win2003: joined the domain successfully
Setting:
a.. user: create domain user called IT (on domain server)
b.. set the owner of MachineTwo is IT (on domain server)
c.. set the user IT has full control to MachineTwo (on domain server)
Problem: (Login to MachineTwo as IT the domain user)
a.. Access deny in subfolder of document and setting
b.. No Correct permission to run "Manage Server"

Solution: Please and thanks

Doug Sherman in microsoft.public.windows.server.networking newsgroup answered this question. Thanks for DougOn Machine Two, right click My Computer, and select Manage. Expand Local Users and Groups, select Groups. Add IT to the local Administrator's group.
