i downloaded from Microsoft Downloads:
Office 2003 add-In: International Character Toolbar
How do i get the toolbar to appear in outlook 2003, it appeared in word but
not outlook??

Are you using Word as the Outlook Editor? Have you tried customizing the
toolbar in Outlook?

Thanks Millie for the help, yes i am using word 2003 as my editor and i did
try to customize my toolbar but it is now working all of a sudden, maybe all
i needed to do was reboot.
