DON'T DOWNLOAD PICTURES

i have don't download pictures in HtML emails checked but the images are
still downloaded automatically. i just installed OL 2003 and it is fully up
to date. this worked fine on my old machine with the same settings.

my junk mail filter is not working either...related?

using pop accounts.

You don't have your own email address in the Safe Senders list, do you? It's also possible that the pictures you're getting are not being downloaded. They're embedded in the message and sent as attachments. The only way to avoid those is to have OUtlook show all mail in plain text.
