dot structure, halftoning

we have a commercial print customer who uses publisher (2003, i think). he
does his own prepress to save money, but: his pictures and screens have a
line screen incorporated in them. our plate maker and press needs dots, not
lines, to properly print his product. is there a way to get the dots i need
in his document, rather than the lines he is producing? after he produces his
documents, he sends it to us by pdf.
any help would be greatly appreciated

Strip the halftone function out of the PDF and call it good.

Naturally, I don't have any idea what you are talking about, or how to do
it. Hate to be a pain, but could you spell it out for me? Thanks

Do it with your RIP by overriding what is embedded or use PitStop to strip
it out. Acrobat can even strip it out when printing.
