dotted line breaks

I have these dotted line breakes in a word documeent and
I CANNOT GET RID OF THEM! I have about 6 of them in the
document. I can get them to move up or down, but that is
all, and I cannot get them all to go all the way to the
last page as a solution.

I have tried playing with the paragraphs properties, etc.

They don't really do anything...But they do print
out...and this is a dissertation chapter so I am starting
to freakout.
