How can I create a dotted line to show the cut-off part in a permission slip?
I would ideally like to create a line with the business logo or alternatively
a row of scissors.

Well, a dotted line is easy. Just draw a line with the line drawing tool and
format it as dotted or broken. You can add a scissors character from the
Wingdings font. If you want a row of scissors, then just type a row of them.
