double booking resources in Outlook

Outlook 2003 I think?

Wondering if there is a way of preventing users from double booking shared
resources on Outlook.

As not all users follow the new appointment protocol some just click on the
calendar and make a booking, in most cases not realising that they are double
booking. (A new appointment will send a decline message and not book the
resource if it is already booked)

I realise that there may not be a simple solution but if there is I would
love to know

I always set the resource calendar folder to "Reviewer" rights
only to the crowd. This way they could look at the calendar
but they could not write directly on it. They ALWAYS had
to send a meeting request to the resource.
