Double clicking hover buttons when using xp?

When using 2000 I can click on hover buttons once to change pages. When using
Xp I have to click on the hover buttons twice. The first time nothing
happens. The second time the page is changed. The pages were built in Front
Page 2000.

I have been receiving complaints about pages not working when clicked once.

It's due to a recent change brought on by Windows Updates
