Double line borders on multiple tables on one page Issues

I have 5, 2 row tables on one page. I make each of them have a double outside border. The last table will not display the double bottom border, only a single line border. If I try and adjust the 2nd table on the page to make the height of the last row bigger or smaller this will result in the 4th table below to loose its double border on the bottom border but the 5th table to gain the double border on the bottom border.
How do I solve this?
