Double-spaced line numbering regardless of line spacing in document

I type deposition transcripts and am now moving out of
the "Dark Ages" into the more modern world and need some
help. I have since the late '80s, early '90s been using
WordPerfect 5.0 (DOS) to type my transcripts (I
transcribe directly from a court reporter's steno
notes). I am in the process of switching over to a
laptop and want to start using Word 2000. In WordPerfect
I have my line numbering (25 lines to a page, each and
every page) set in a header, so the spacing does not
change regardless of whether the text on the page is
single spaced or double spaced. How do I accomplish this
in Word 2000? If I just turn on the line numbering and
set it for double spaced, if I change within the document
and have some areas single spaced, the line numbering
changes to single spacing. Does anyone have a solution
for me? Any help would really be appreciated. Thanks.

Line numbers should reflect the actual number of lines IMO, but if you want
25 lines on each page regardless of the actuality, then do it the way the
Pleading Wizard does: anchor a text box to the header and put the numbers in
it instead of using the built-in Line Numbering feature.
