One of my customers recently purchased an open license for
Office 2003 not realizing that most of their machines
(Win98) won't support it. My question is can we install
Office 2000 and activate by phone using their open license
for Office 2003?

Your license may already give you permission...or you can
request permision, which is usually granted (at least as
far as I've experienced). But you'll need to send a letter
of request to verify and get permission. There are other
stipulations, such as OEM version, and such.
So follow this link and read the details. If you need to
