Download Headers while in Cached Exchange Mode

My apologies, but I tried searching for similar items but was not successful.
Outlook 2003 Clients(11.0.6353) connected to Exchange 2003 Server SP1.
Here is what Client did:

While on vacation I set my cached mode to download "Headers and then full
items" . Now when I go to select the item it gives me a message "This item
has not been fully downloaded from the server. Would you like to download it
now:
YES or NO" . However when you select YES and the message gets marked for
download, the folder resynchs but still does not download the message…..
Still have just the header, tried this over and over, can't get the message
loaded from the server. What do I need to do? I have a lot of critical
messages in my in-box that I can't read now…?

Any ideas how to get the full message downloaded. Client does not want to
have senders resend it.
