Download SP3 for MS Office XP Pro.

I am having frequent failures downloading SP3 for Office XP.
It keeps stopping but at different levels. It has stopped after only 2,500KB
has downloaded and as high as +/- 26,500KB.
Why does it not use the same system as Windows which is able to continue
from where it left off after an interuption?
