Download the Office Binder?

I want to use the "Microsoft Office Binder" feature that came with
older versions of MS Office. I only own MS Office 2003. Does
Microsoft make the Binder program available for free anywhere since
they discontinued it?

The old Microsoft Office Binder is not included in Office 2003
and no download is available for it.
