The downloaded version does not come with BCM because of the sheer size
of overall download. However, you can download BCM by downloading the
trial version of Office 2007 from here and when the download is
complete, you are only interested in the second file that is about 254
MB that contains BCM. The download link is here:

When you have finished downloading and installing BCM, you also need to
download the two Service packs for BCM SP1 and SP2. Please note SP2 is
not cumulative of SP1 so you must install both SPs chronologically.
