downloading activexcontrols problem in project web access

Hi,

when i write url in explorer http://epm/projectserver

and it is displaying license agreement to accept
after accept license agreement and submit the license and activexcontrols
downloading
the downloading stop and the everything is hang why this problem is creating

Do you have proper security on the box that this is downloading to? We have
had this issue when the person signed onto the box is not an admin or has
download/install permissions. The other issue we have run into is that IE
doesn't have the download active x enabled or prompt first...but I go with
the permissions issue first.
