Downloading all POP3 messages

I've just installed Outlook 2003 (SP3 I believe) on Vista and have configured
an account to a POP3 mailbox.

I want to leave messages on the server for backup purposes.

However, having downloaded all messages initially, every time I now
send/receive, Outlook starts to download ALL messages again, leaving me with
4000 duplicate messages!!!!

Why? How can I stop this so it only downloads new messages? It worked as
expected on XP...

Also, whenver I start Outlook I always get the End User License Agreement
splash window, which I always Accept, but then it comes back next time. Is
this related?

The receive part works, albeit slowly....

Haven't yet configured the outgoing SMTP server yet (still trying to get
through to ISP to reset password) so sending doesn't work, but would this
really have a bearing?

I don't think so but you never know some days.

Some things to try:
- increase the timeout value for that mail account
- empty the mail box manually with an external utility or web mail interface
to that mailbox

Are you using an account with Administrator permissions?

EULA: start outlook using an admin acct. It might work if you choose run as
admin the first time too, but I didn't test it. The EULA needs to be
accepted by an admin. You can change you acct to an admin then reset it or
create an acct with admin rights.

4000 messages on the server? I'd set the send and receive setting to at
least an hour so outlook can get them properly marked as downloaded - maybe
even disable the autocheck option. Checking for new mail before the first
pass is done will cause problems so you don't want to restart the process
before outlook is finished.

Go to Control Panel --> User Accounts and turn-off User Account Control.
Restart your computer, start an Office program, accept the EULA, restart an
Office program to make sure EULA doesn't pop-up, go back to User Accounts
and turn User Account Control on, then restart your computer once again.
