Downloading attachments with Outlook 2002 from Hotmail

I am having a problem with OL2002 and hotmail accounts.
Everytime OL tries to download a "sizeable" attachment
within an email the connection to the server timesout
with the error message;

"A connection to the server could not be established."

I dont think that I have ever been able to download an
attachment over the size of about 200k

Anybody know of this as a known problem.
