Downloading Controls when accessing PWA for the first time

I get this error when open PWA for the first time:

The controls for Project Web Access could not be downloaded correctly.
Please check your security settings in Internet Explorer or contact your
system administrator.

I completed the steps at http://support.microsoft.com/kb/818046, but it
doesn't fix the problem. I have added PWA to yhe trusted sites.
Can anybody help me with ti?

Make sure to reset your Trusted Sites security level to Low!

Are there any group policies in your company preventing you from using
ActiveX components?

I tried same steps (manually installing controls) one more time and it
worked. One more thing: Security Level for Internet, Trusted Zones are
different (this was an issue).
