Not unless your ISP supports IMAP connections. POP protocols know nothing
about folders.
A work-around, however, would be for you to copy the contents of the web
folder to the Inbox of the webmail so the POP server will see it and send it
to Outlook. You'll have to sort it out by yourself, though, once it
arrives. One way to do that is, before you copy things around on the
server, to create a rule that moves ALL incoming mail to a folder whose name
corresponds to the name of the folder on the webmail server and, just before
you copy the mail to the inbox on the server, enable that rule, copy the
data on the server, then perform a send/receive. As the mail comes in, it
will be moved to the second folder. You can then disable the rule to it
doesn't move any additional messages unintentionally. That's whay I'd do
when confronted with your issue.
