Downloading local profile error

We have a user client PC who logs on to 2000 server. When
it logs on, a message comes up that it is downloading
local profile. It sits there for a bit then goes into
Windows OK. But you can log off and log on again and same
message comes up each time. The user is listed as
Administrator rights on local machine. Any ideas how to
stop this happening each time ?
