Downloading pictures in e-mail

Pictures in messages from some senders are not downloaded unless I
click a bar above the message. Pictures in messages from others
download as soon as the message is opened. Have I created some kind
of list that allows this to occur? If so, how can I edit the list?

In Outlook 2007, pictures will automatically download for addresses that you
have specified in the Safe Senders and Safe Recipients Lists of the Junk
E-mail filter.
To edit, go to Tools-> Options-> Junk Email...

Thank you for that info. I have one more quaestion. I see that if I
delete an address from the safe senders list, pictures no longer
download. Is there a way to recognize an address so that it does not
go into the junk e-mail folder but pictures will not download without
permission?

Yes, disable that option of for Automatic Picture download;
Tools-> Trust Center-> Automatic Download-> option: Permit downloads in
e-mail messages...
