Downloading Templates

I have recently upgraded from Office XP to Office 2003. Today I attempted
to download a template from the website to catalogue my cd collection. I
got an error stating that :

Templates can be automatically downloaded only if the required program and
version are installed on your computer. This template requires Access 2000,
which was not found on your computer.

I then dowloaded it following the instructions provided as a temporary
workaround. When I open the file in Access 2003, I get a warning saying
that Unsafe expressions are not blocked. Do you want to block unsafe
expressions? I click on "No", and get another security window which opens
up, saying

Security Warning : Unsafe expressions are not blocked.
To block unsafe expressions, Microsoft Jet 4.0 Service Pace 8 or later must
be installed. To get the latest version of Jet 4.0, go to
http://windowsupdate.microsoft.com.
'C:\01018629\01018629.mdb' may not be safe to open if it contains
expressions that were intended to harm your computer. Do you want to open
this file?

I click on 'Yes', and get another security alert, saying

The file may not be safe if it contains code that was intended to harm your
computer. Do you want to open this file or cancel the operation?

2 questions:

1) Why can I not download it, or Access 2003 isn't recognized?
2) Why do I continue to get the error concerning Jet Pack 4.0 when I open
it, even though I have upgraded Jet Pack 4.0?
