Downloading webmail into Outlook 2007

When connected to my ISP at home but when I am not connected to my
home broadband, have to use webmail. I can download webmail emails
into my MS Outlook 2007 BUT cannot send emails.

What sort of eMail or ISP account do I need to set-up in order to
send
& receive email while connected or not connected to my home ISP -
travelling abroad, etc??
