I have seen documents with the word DRAFT across them in fainter text. This has been standardised and does not appear to be a word art tool. Is this a template and how do I do it myself?????????

It's a watermark. Format > Background > Printed watermark is one way to
accomplish this (in more recent versions of Word). It can also be done via
inserting WordArt into a footer/header as a background object.
