Drag and drop on Wordart, clipart and textboxes

I have XP Pro with Office XP and am unable to manipulate
the above referenced applications. I can expand their
size but am unable to move around the page. Drag and drop
is enabled in the edit menu of the options. I am at a
loss. It worked in my 2000 program. What am I doing
wrong?

Click on the WordArt object or graphic. On the WordArt or Picture toolbar,
click on the Text Wrapping button (dog icon) and choose any wrapping style
other than In Line with Text. For text boxes, you'll have to right-click,
choose Format Text Box, and change the wrapping on the Layout tab.
