draggin wordart & pics around page in office 2003...like off. 2000

I cant seem to be able to drag pics and wordart around to wherever i want
them on the page! instead of them coming up with the white corner boxes that
u can resize with and then drag, they only come up with the black surround
which only allows resizing!

office 2000 did it really easily...can i change my settings to make it like
this?

Click on the graphic to display the Picture toolbar. Click on the Text
Wrapping button (dog icon) and change the wrapping from In Line With Text to
some other style.
