Drawing layouts to scale

Working with turn-key process plants the layout is a key element in defining
the solution. Most elemnts come as "units" and the layout is an exercise in
arranging things the best way.

To day we do it in AutoCad - and it is a quite time consuming procedure.
Often the full understanding of the issues comes with the layout and then it
is often too late...

I would like to have a way of getting the full understanding quickly - in
order to really optimize things instead of just accepting what we made in the
first shot - and now cant be changed because we dont have more time...

I was thinking of Visio for that. Anybody with relevant experience? Possibly
with examples?

Key issue here is to get all the different "units" defined as Visio
elements. Any input on that is also appreciated.

And it all has to be to scale - as it is crucial to see if things fit.
